I've had whole new basement floors poured in houses I bought for renovation. Some of them were still half-dirt too, hi hi.
But concrete was cheap in St. Loo, very expensive down here, which is why my driveway got done in blacktop. The company that makes the blacktop is only like 2 miles from my house. While the closest company with concrete is clear out past Alcoa.
I wouldn't think so either, especially since he put clear over the top of the sand-finish he started. At least he was not on a hill.
I used to be able to buy vinyl stucco also, but no more, they only sell to their licensed installers now too.
But not before I got to do a bang up finish job on a gas station converted to a legal office. The owner was most pleased with the design I did before applying the stucco. It's much easier and lighter to work with than PM-30 cement topping mix.
