Upon further investigation I determined the ten years referred to when it was published (on YouTube?) and not when the song was first recorded.

REQUEST: Napoleon XIV, "They're Coming to Take Me Away Haa-haaaa!" and the reverse side,
"aaaaah-aah yawa em ekat ot gnimoc reyeht"
The version in the link, by the way, has a flip side where the song is sung backwards.
