They do. Ours get two walks a day, so they're lucky boys, and there's plenty of space for them to run around in the garden, but some folk're so cruel to their dogs. Some're fortunate if they get out once a week!

people who live in flats should not have such pets..

It depends. If the person's mobile enough to go up and downstairs, or they live on the ground floor - not TOO bad. They'd have to have access to some garden though.

I agree, although I wouldn't always recommend that an elderly person keeps a dog.
