This amendment to the constitution merely assures that the Vice-President can take over the President's job should he become incapacitated for some reason. Usually that involves sickness, death, or treasonable scandals. However, in addition to setting the guidelines for a smooth transition, section 4 also gives the Vice President authority to take over as acting president if he can get a majority of the Cabinet members to agree. I don't know if that has ever happened before, but apparently it's a possibility. Newsweek is suggesting it will be President Pence six months from now.
